Creation and operation of a coordinate-time and navigation system for Ukraine using global navigation satellite systems

The objective is to create a methodology and criteria for assessing the quality of navigation support using signals from global navigation satellite systems (GNSS) and their differential functional add-ons in Ukraine to control and predict the quality of services provided by the Ukrainian positioning, navigation and timing system (PNTS) and to develop a comprehensive plan for the certification of PNTS in accordance with the requirements of national and international standards.

Main results of the work.

Based on the analysis of the European experience, the ways and proposals for the creation of a system for monitoring and certification of the characteristics and quality management of satellite navigation and high-precision positioning and timing services were investigated, and a description of the internationally tested criteria for assessing/controlling the quality of navigation services was presented. A methodology for assessing/controlling the quality of navigation support using GNSS signals and their differential functional additions, in particular, SCNZU, on the territory of Ukraine has been developed. Proposals for the construction of a monitoring system and development of a methodology for quality control of GNSS navigation services using SCNSU in Ukraine are presented. Examples of experimental development of the methodology for controlling and assessing the quality of navigation services of the SCNSU for the purpose of its certification and attestation using specialised software systems are shown. The article substantiates and develops a draft comprehensive plan for the certification of SCNS.
